"Koto Panjang" is also spelled "Kota Panjang" which is used in the literature
published by Indonesian and Japanese Government. We use "Koto Panjang", following
  the local Minan Kabau usage

What is Koto Panjang Lawsuit ?

Japanese Taxes are Oppressing the People in Indonesia.

Koto Panjang Dam was built by Japanese companies at a cost of approximately
31.2 billion ODA (official development assistance) yen loan in 1996. The construction
displaced households and some farm land of 23 thousand people, in about 5,000
families. The villagers were forced to live in an unproductive land where couldn’t
easily access even to water. They are forced to live under the situation that
farming is impossible, meals are not enough and children reluctantly have to
quit school. Japan’s ODA offered from taxes and postal savings is not used
for the villagers, but on the contrary has caused serious damage to them.

Dam Construction for Vested interest? Real power generation accounts for only
  15% of the estimated energy

Koto Panjang Dam is hydroelectric dam located right on the equator in the middle
of Sumatra island of Indonesia with height of 58meters, a length of 258 meters
along with submerged area of 124 sq KM.
Though more than live years have already passed since its construction, its
power generation is only 15% of initial estimation and has been in full production
only for five days. The reason is that the dam was built for the interests of
politicians, bureaucrats, construction consultancies both in Japan and Indonesia
  in respect of unrealistic prospect.
However, Foreign Ministry in Japan has advertised this dam as " a model of eco-human
  right friendly ODA"

Destruction of ecosystem - Elephants, Tigers, Tapirs, etc. are starved and fish
  are killed.

The dam construction has cause declining quality water of reservoir by decay
of trees and death of large amount of fish there. As the flood of wigglers are
generating in the shallow water area, it is fearful that the malaria epidemic
would be prevailing. Most of Sumatra elephants, Sumatra Tigers, tapirs, etc.
driven out of submerged land were starved to death because of lack of foods.

Lawsuit Against Japanese Government et al. Plaintiffs are local villagers and
  ecosystem.

  Sep.5, 2002 & Mar.28, 2003, 8396 victims and ecosystem ( Sumatra Elephants,
Tigers, Tapir, etc., representative = WALHI (Indonesian Forum for Environment
) filed a lawsuit with Tokyo district court against Japanese government, JBIC,
JICA, and TEPSCO for removal of the dam, restoration to its original state and
  compensation
